Project Background
HelpAge International works with the Finn Church Aid Under Municipal Businesses Project which aims to improve the social and economic areas of refugees and host communities, in six municipalities: Jerash, Dhlail, Manshiyya, Zaatari, Mahes, Sahab and Al-Junaid
Under the MUBO project FCA will empower the youth economically, with a special focus on self-employment (entrepreneurship) for the vulnerable and disadvantaged groups, with special attention to youth and families with older people. HelpAge International will support older people through various activities, psychological support, social and health services, protection, and case management, in addition to the social Home-Based Care activity.
Under this Project HelpAge International aims to conduct an advocacy training which enables older women and men have a right to be empowered and informed citizens who can exercise their voices, be heard by those with power, and create change. Strengthening the voices of older women and men is essential to ensure older people are able to claim their rights, participate actively in development processes and lead dignified, healthy and secure lives.
The purpose of this Terms of Reference (TOR) is to solicit trainer’s proposals on a fixed price.to provide tailored advocacy training to these groups in six areas to further empower and provide them with tools to work towards achieving their rights.
Job Purpose-Project Main Objective
Older women and men have a right to be empowered and informed citizens who can exercise their voices, be heard by those with power, and create change. Strengthening the voices of older women and men is essential to ensure older people are able to claim their rights, participate actively in development processes and lead dignified, healthy and secure lives. This will be achieved by:
- Facilitating the establishment of a group of OPs and PWDs to provide a platform for channelling their voices, concerns, priorities.
- Provide tailored advocacy training to these groups to further empower and provide them with tools to work towards achieving their rights.
- Older people groups will be trained and involved in the monitoring of the inclusion strategy, which will allow for a direct social accountability channel between the older people and service providers.
Specific Objectives- Advocacy Trainer Key Responsibilities:
- Creation of a tailored advocacy training materials and tools.
- Provide an inclusive Advocacy training for 10-15 OPs & PWDs in each of project areas.
- Facilitating the establishment of a group of OPs and PWDs to provide a platform for channelling their voices, concerns, priorities.
- Create a final comprehensive report includes the advocacy results and impact of the training on the targeted communities.
Qualifications/Knowledge and Experience
- A minimum Bachelor university degree for relevant majors, a certified Advocacy trainer is a strong asset.
- 2-3 years previous experience with training materials development.
- 1-2 years previous experience with CBOs/NGOs
- High Flexibility for movement withing the project implementing areas.
- High Reporting Skills.
- Preferrable candidates to have a high skill to treat and work with older people.
- Must have access to a phone and a laptop.

Proposal submission terms and conditions
- Proposal should be clear direct to the point with required info and to not exceed three pages.
- Tailored Advocacy training materials should be very practical, comprehensive tools and should not exceed two working days in each area and each training day should not exceed four hours.
- Planned training in all six implementing areas are to be planned face to face training no online trainings accepted offers.
- Submitted proposal should not include transportation fees.
- Deadline for submission is 31st of January 2021, applications received after deadline wont be accepted or considered.
